Hong-Eng Koh, Global Chief Public Services Industry Scientist of Huawei, released the reference architecture for National Government Cloud
Drawing on deep insights into national strategies and industry challenges, as well as Huawei's experience from 800+-government cloud projects worldwide, Mr. Koh officially unveiled the "R.I.S.E" (Resilient & Reliable Infrastructure, Innovative & AI ready, Self-reliant Security, Enriched Ecosystem)reference architecture for National Government Cloud. Centered on an innovative distributed cloud framework, the architecture delivers support for core public service scenarios. This architecture involves four solutions:
1. Resilient & Reliable Infrastructure: The National Government Cloud provides governments with a resilient and reliable cloud infrastructure. Through a multi-site disaster recovery architecture, a 1+7 layered security protection system, and deterministic O&M, it ensures data security and the stable operation of critical applications.
2. Self-reliant Security: To address the challenges of national digital self-reliant, Huawei offers multiple deployment models—including public cloud, full-stack dedicated cloud, and Huawei Cloud Stack. Through a unified architecture, synchronized technologies, and a shared ecosystem, these solutions support secure and reliable data storage, flow, and utilization.
3. Innovative & AI ready: The architecture builds three effectiveness platforms for applications, data, and AI to achieve efficient supply and use of high-quality data. Alongside foundation models and training, Huawei provides government-specific intelligent agents and digital IDs as core capabilities of the digital public platform layer. These support upper-layer government applications, driving simultaneous improvements in public service experience and governance efficiency.
4. Enriched Ecosystem: Huawei has partnered with over 100 ecosystem players across government and public sectors, helping countries accelerate the digital and intelligent transformation of public services. In the meantime, Huawei is building future-ready talent pipelines across nine strategic domains (e.g. ICT, AI, and big data), driving sustainable digital and intelligent growth.
Huawei continues to invest in innovation, committed to delivering comprehensive solutions that address the critical needs of digital and intelligent transformation in the public sector. Leveraging the powerful synergy of cloud and AI, Huawei helps tackle key challenges and drive service model innovation. The release of the National Government Cloud reference architecture marks the beginning of a new era of "intelligent collaboration" in public service delivery.
Looking ahead, Huawei will continue to deepen cloud-AI integration, helping governments worldwide to build more efficient, intelligent, and people-centric modern governance systems—jointly driving high-quality development in the digital and intelligent era.
