Upgrade content: HA upgrade of the HUAWEI CLOUD International site.

Upgrade impacts: During the upgrade, the HUAWEI CLOUD International site will still be accessible, but most operations will be temporarily unavailable, including the following: registration, real-name authentication, account top-up, purchase of yearly/monthly resources, renewals, change of pay-per-use resources, pre-registration of partners' customers, funds allocation or withdrawal, discount setting, credit limit configuration for reseller customers, and coupon issuing. API calls used for such operations will also not be supported during the upgrade. However, you will still be able to purchase pay-per-use resources and use your existing resources.
