The Central Bank of Argentina (BCRA): BCRA is the main financial regulator in Argentina, responsible for the regulation, inspection and supervision of Argentine financial institutions. The Superintendence of Financial Entities (SEFyC) of the BCRA is responsible for tracking, supervising, analyzing, auditing, and checking compliance of Argentine financial institutions.

What are the applicable laws, regulations, and regulatory requirements for financial institutions using Huawei Cloud?
BCRA is the main financial regulator in Argentina, responsible for the regulation, inspection and supervision of financial institutions in Argentina. The Superintendence of Financial Entities (SEFyC) of BCRA is responsible for tracking, supervising, analyzing, auditing, and assessing compliance of financial institutions in Argentina.
To maintain and strengthen the transaction security and stability of financial institutions, BCRA has issued the following regulations:
● BCRA issued COMMUNICATION "A" 6375 ("A" 6375 for short) on November 17, 2017, "Expansion of financial entities" and "Minimum management, implementation, and control requirements for risks related to information technology, information systems, and associated resources for financial entities". This regulation puts forward relevant management requirements for FIs that use decentralized/outsourcing services. The agency provides guidance on risk management for decentralization/outsourcing activities. Note: BCRA issued COMMUNICATION "A" 4609" ("A" 4609 for short) on August 29, 2018. This regulation defines the main requirements that FIs need to comply with in scenarios such as information assets, data processing, operating procedures, record storage, database management, system changes, event management, technical documentation, and compliance. But at the same time, considering that the requirements in all scenarios in "A" 4609 are reflected in "A" 6375, Moreover, the requirements stipulated in "A" 6375 are more comprehensive and specific, so this guidance will focus on the regulatory requirements of "A" 6375.
BCRA issued COMMUNICATION "A" 6354 ("A" 6354 for short) on November 3, 2017, and later BCRA amended it, and issued "A" 6375 on November 17, 2017, to complete the requirements that FIs need to follow when decentralizing/outsourcing IT services to service providers.
● BCRA issued COMMUNICATION "A" 7266 ("A" 7266" for short) on April 16, 2021, Guidelines for Response and Recovery from Cyber Incidents (RRCI). Later, BCRA updated and revised it, issuing Communication "A" 8280 ("A" 8280 for short) on July 17, 2025.This regulation establishes guidelines for financial institutions in cyber incident response and recovery, with the aim of protecting financial market stability and providing ecosystem-wide cyber resilience.
● BCRA issued COMMUNICATION "A" 7777 ("A" 7777 for short) on June 1, 2023, Minimum requirements for the management and control of technology and information security risks.. This regulation imposes a series of requirements on financial institutions regarding information technology management, information security management, and business continuity management.
● BCRA issued COMMUNICATION "A" 7783 ("A" 7783 for short) on June 3, 2023, "Minimum requirements for the management and control of technology and information security risks" Adaptations, and "Minimum requirements for the management and control of technology and information security risks associated with digital financial services." This regulation incorporates important payment systems into the scope of application of the minimum requirements for the management and control of technical and information security risks, and sets out the minimum requirements for technical and information security risk management and technical controls that digital financial services must meet.
● BCRA issued COMMUNICATION "A" 5983("A" 5983 for short) on June 3, 2016,. This regulation covers six sections: Expansion of financial entities, Minimum security measures in financial entities, Credit risk diversification, Credit grading, Relationship for fixed assets and other concepts, and Minimum capital of financial entities. It sets out various requirements for financial institutions.
● BCRA issued COMMUNICATION "A" 6271 ("A" 6271 for short) on July 10, 2017,, which revised the "Expansion of Financial Entities," repealing sections 1.9, 1.10, and Chapter II (except for section 2.4) of "A" 5983.
