  • What is Class C License (Kingdom of Saudi Arabia)?

    The Communications, Space and Technology Commission (CST) of the Kingdom of Saudi Arabia is responsible for the registration and classification management of cloud computing service providers. According to the requirements for cloud computing service provider registration in Saudi Arabia, as outlined in the Cloud Computing Services Provisioning Regulations published by CST, any service provider that directly or effectively controls the data center or critical infrastructure of a cloud computing system, and uses these facilities to provide cloud computing services, must register with CST.

    Class licenses are the registration categories implemented according to this regulation. These categories are based on the type of data handled by the service provider (e.g., public, confidential, secret, top-secret) and the type of services offered to specific sectors (e.g., government sector, private sector, non-profit sector, individuals). Obtaining different Class licenses (e.g., Class C, Class B, etc.) means that the service provider is qualified to process specific categories of data.


    Based on the data classification and categorization rules defined in the Cloud Computing Services Provisioning Regulations, the Class licenses are divided into the following four categories:

    ● Class (C): A service provider registered under this category is qualified to process public, confidential, secret, and top-secret data related to individuals, private sector, non-profit sector, and government sector.

    ● Class (B): A service provider registered under this category is qualified to process public and confidential data related to individuals, private sector, non-profit sector, and government sector, but not including secret and top-secret data.

    ● Class (A): A service provider registered under this category is qualified to process only public data related to individuals, private sector, non-profit sector, and government sector.

    ● Qualifying: A service provider registered under this category is qualified to deal with individuals and private sector, exclude the financial sector.
