Industry Trends

In response to national information development strategies, governments have placed increasingly more importance on people's livelihoods and focused more on public services in recent years. e-Government has become an important way to improve government services and enhance government development.

Government Information and Resource Integration Driven by New Technologies

Traditionally, e-government systems have been built, managed, and maintained independently, which was expensive and inefficient and resulted in information silos that were difficult to coordinate. A cloud-based e-government solution will deliver:

· One-stop shopping for software and hardware: Infrastructure is utilized better and there are fewer information silos.

· A comprehensive information security system: Secure, reliable software and hardware products ensure information systems run properly.

· Integration of governmental and public data: Cross-domain data integration and analysis enabling collaborative governance and innovation.

Business Challenges

Business Challenges

  • Independent, Controllable Infrastructure

The quality of open-source components, platforms, and applications for cloud computing and big data analytics is uneven, so it is hard to guarantee how secure or stable the system will be once it goes online.

  • Better Security

More SECaaS services, such as security situation awareness and host security protection, are required for O&M to meet relevant national standards.

  • More Robust Disaster Recovery

Some e-government clouds provide only local backup. They do not provide assistance with data recovery when there is a failure. Application-level disaster recovery (DR) services that support remote backup and on-demand subscription are specifically required.

  • Technical Support for Business Innovation

Internet-based government applications need image and optical character recognition to sort out resource catalogs and review government service related applications. A powerful system needs to be built using AI, IoT, and video cloud to support government service innovation.

Intensive e-government development has accelerated network integration, information resource utilization and sharing, information security strengthening, and government application extension.

  • Our intelligent cloud security and O&M systems ensure government systems are kept secure.
  • Our local backup, remote backup, and DR solutions help to run government services reliably.
  • Our AI services, such as Optical Character Recognition (OCR), Video Content Recognition (VCR), and Natural Language Processing, help governments innovate.

Solution Architecture

e-Government Cloud

The e-government cloud has been designed for governments in compliance with national security standards. It can integrate with and share resources from HUAWEI CLOUD, including more than 200 services related to cloud servers, cloud disks, bare metal servers, cloud databases, AI, big data, and IoT platforms. You can sign up for the specific services you need.

Advantages

Security Compliance

The e-government cloud provides security services, such as Advanced Anti-DDoS (AAD) with 1 Tbit/s+ protection and Web Application Firewall (WAF) supporting millions of concurrent connections; and has been certified as an enhanced cloud platform with level 4 security protection.

High Availability

Geo-redundant, cross-AZ DR is supported, preventing data loss and allowing for easy drills.

Ultimate Performance

The e-government cloud features millions of concurrent connections, tens of millions packets per second, millisecond level latency, all-flash storage, and heterogenous computing.

Success Stories

Shanghai e-Government Cloud

Shanghai e-Government Cloud consists of a single city cloud and 16 district or county clouds, all logically connected to provide government services. By the end of 2018, Shanghai Big Data Center had migrated 362 information systems to the cloud, including the population, legal persons, spatial geography, and databases of electronic certificates. 327 enterprise review services were moved online and 382 enterprise-related services can now be handled without providing resident identity cards or business licenses. Each enterprise-related service can be quickly handled in the same system by submitting a single application at local service counter.

Xiangyang e-Government Cloud

Xiangyang Economy and Information Technology Bureau worked with Huawei to formulate a plan to migrate all government systems to the cloud. Today, Xiangyang has a unified e-government cloud platform with multiple security domains. So far, 19 government application systems have been moved to the e-government platform.
