To enable communication between regions, you need to create a Virtual Private Network (VPN) in advance. For details about how to create a VPN, see Configuring Enterprise Edition S2C VPN to Connect an On-premises Data Center to a VPC. Only pay-per-use instances can be created.

VPN uses an encrypted tunnel to connect VPCs in different regions and sends traffic over the Internet. It is inexpensive, easy to configure, and easy to use. However, the quality of VPN connections depends on the quality of Internet connections.
