When you enter the time point that you want to restore the DB instance to, RDS downloads the most recent full backup file from OBS to the DB instance. Then, incremental backups are also restored to the specified point in time on the DB instance.
During database or table PITR, RDS downloads the most recent full backup from OBS and restores it to a temporary DB instance, and then replays WAL to the specified point in time on the temporary instance.
Billing Backups are saved as packages in OBS buckets. For the billing details, see How Is RDS Backup Data Billed? After a DB instance is deleted, the free backup space of the DB instance is automatically canceled. Manual backups are billed based on the space required.

When you restore a DB instance from a backup file, a full backup file is downloaded from OBS and then restored to the DB instance at an average speed of 40 MB/s.
