Shared Bandwidth When you host a large number of applications on the cloud, if each ECS uses dedicated bandwidth, a lot of bandwidths are required, which incurs high costs.
Pay-per-Use Resources If a pay-per-use EIP is no longer required, release it in a timely manner because the EIP bandwidth is still billed even if the ECS with the EIP bound is stopped.
Public services, such as Elastic Cloud Server (ECS), Elastic Volume Service (EVS), Object Storage Service (OBS), Virtual Private Cloud (VPC), Elastic IP (EIP), and Image Management Service (IMS), are shared within the same region.

Failed to bind the EIP to the ECS because another EIP has already been bound to the ECS. Unbind the EIP from the ECS. 409 VPC.0512 Resource status is busy, try it again later. The EIP status is abnormal.
